The Finance Department has a financial responsibility to the citizens of the City of Willard to carefully account for public funds, to manage municipal finances wisely, and to plan for the provision of services desired by the public. Sound financial practices are necessary to carry out that responsibility.
The city service window is located in the lobby of City Hall. A drive thru window is located on the east side of City Hall. In order to better serve our citizens in a timely fashion, only Utility Payments are accepted at the Drive Thru Window. Tax payments should be made inside at the tax service window. The front service desk clerk accepts miscellaneous payments, water bill payments, income tax payments, and provides general information about city activities and functions. Service window hours are Monday thru Friday, 8:00 am - 4:30 pm. All service windows are closed during the following holidays: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Noon to 4:30 pm on Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, the day after Thanksgiving, Christmas Eve, Christmas Day and New Year's Day.

Holidays that fall on Saturday will be observed on the Friday before, and holidays that fall on Sunday will be observed on the Monday following.
